First Time Home Buyers: Homeownership Just Got Easier

For years, many Australians have felt that homeownership was slipping further out of reach. On a $900,000 property, that’s $180,000 in savings, not counting stamp duty and other fees. Even with disciplined saving, it could take most households a decade to accumulate that amount.

The Home Guarantee Scheme—one of several initiatives designed to assist first-time buyers—directly tackles that barrier. Instead of needing 20%, eligible buyers can purchase with just a 5% deposit—and crucially, without paying Lenders’ Mortgage Insurance (LMI).

This is why the October 2025 start date is so important: it accelerates access for around 70,000 buyers in the first year alone.

What Has Changed? Key Features of the Expanded Scheme

Eligibility Criteria: Who Can Apply and What You Need to Know

To qualify for the Home Guarantee Scheme launching in October 2025, applicants must meet several requirements regarding their status, income, property, and loan. Key eligibility criteria include:

  • Applicant Status: Must be an Australian citizen or permanent resident, and at least 18 years old. Applications can be made individually or jointly (up to two people, including couples, friends, or family members).
  • First-Home Buyer Requirement: Generally limited to first-home buyers—meaning the applicant has never owned property in Australia. However, those who have not held property in the past 10 years may also be eligible.
  • Income Thresholds: No income caps for first-home buyers under the new scheme.
  • Deposit Requirement: Must have at least a 5% deposit saved. The government acts as guarantor for part of the loan.
  • Property Value Cap: The property must be at or below the prescribed price cap for the location. These caps will be significantly increased on 1 October 2025 to reflect market conditions.
  • Property and Occupancy: The purchase must be a residential, owner-occupied property (not an investment). Eligible types include houses, apartments, townhouses, house-and-land packages, land with a contract to build, or off-the-plan dwellings. Buyers must continue to live in the home to retain the guarantee; otherwise, LMI may become payable.

Note: There is also the Family Home Guarantee (FHG) for single parents or single guardians with dependents. This scheme allows purchase with an extremely low deposit, even for those who may have previously owned property (see housingaustralia.gov.au).

How the Scheme Works in Practice: A Step-by-Step Guide

  1. Check your eligibility
    • Use the official eligibility tool.
    • At least one applicant must be an Australian citizen or permanent resident.
  2. Understand the property caps in your area
    • Price caps vary by state and city.
  3. Choose a participating lender
    • More than 30 lenders participate, including major banks, customer-owned banks, and regional institutions.
  4. Work with a mortgage broker
    • Not all lenders offer the scheme. A broker can match you with the right one.
  5. Apply and gain pre-approval
    • Your broker submits the application and liaises with Housing Australia.
  6. Find the right property
